The Open Boarders Act allowed open immigration of all African immigrants which opened many doors for opportunities.

First was the opening of thousands of temporary Refugee Camps throughout the country. The camps requested many volunteers to assist with the program, most of which were white females ages 18 and up (age waiverable with parental consent or legal requirement). The females required would be volunteers, those requested for community service, or those need through educational service. The volunteers would be to serve any and all requests of the requests of the African immigrants.
-With the influx of so many African immigrants the expected rise of racial tensions rising was expected so the constraints of racist acts was raised and women in violation or accused of violation were to serve in community serve at the refugee camps for extended periods of time.
Sponsorship Program
Part of the program came the Sponsorship Program which allowed an immigrant to integrate into the country fully. White families would be give the opportunity to sponsor an immigrant by taking them into their household and giving them free reign to any and all resource under that roof. Due to two reasons, one being to stop the development of racism early on and two one can't expect a wife to be with the refugee at all times, it is expected for the immigrant to be integrated mostly with a daughter of the household and share their living quarters fully (mother is to be a secondary).
Education System
The education system is being redeveloped to show diversity in their lessons to reduce the development of racism early on.
-Ebony Heart Academy-- Currently under development is a campus of complete integration with the future of a diverse society in mind. Ensuring the open mindset of the future members of our society by having the student bodies housed completely with immigrants in close quarters and allowing both parties to learn from one another.
